  • Electrical systems
  • Issuing building, electrical, plumbing, mechanical, and demolition permits

Zoning Officer

The Zoning Officer is responsible for enforcing the provisions of the Borough’s Zoning Ordinance. Zoning permits shall be secured from the Zoning Officer prior to the issuance of a building permit for construction, erection, or alteration of any structure or land. Prior to issuing a zoning permit, the Zoning Officer shall ascertain that all the conditions and prerequisites of the Borough’s Zoning Ordinance are met.

Permit Applications & Information

Effective July 17, 2025, the Borough Council voted that all permits (except yard sale, handicapped, and dumpster) shall require payment of $50 for administration and record keeping in addition to the fees listed below.  Please click on link below for the 2025 Fee Schedule for permits.

  • Building Permit

    Click the title to view the PDF. Required before a building is constructed, enlarged, altered or demolished. A person wishing to change the USE of a building must obtain a zoning permit from the Zoning Officer to insure the proposed change of USE complies with all Zoning Ordinances. A request for exemption from stormwater management is also required for the application unless it is for a fence.

  • Dumpster Permit

    Click the title to view the PDF. Required if dumpster is placed on the street.    $35 fee

  • Electrical Permit

    Click the title to view the PDF. Any electrical wiring installed in a building or structure or any alteration of an existing electric wiring system. Installations of electric conductors and equipment within or on public and private buildings or other structures.

  • Fire Suppression System Permit

  • Handicapped Parking Space Permit

Any resident of the Borough or Parkesburg may make application to the Borough for a handicapped parking space only after acquiring a handicapped license plate or placard or a disabled veteran license plate.  Each permit for a handicapped parking space shall be renewed on an annual basis.    $125 fee         Annual renewal – $10

  • Heating & Air Conditioning Permit

  • Plumber’s Registration

    Click the title to view the PDF. All plumbing contractor’s are required to register with the Borough before any permits are issued. The contractor must supply a Certificate of Insurance with Borough named as Additional Insured, or a notarized affidavit of exemption from workmen’s compensation insurance and a Federal or State Identification Number. This is an annual registration.

  • Plumbing Permit

  • Rental Registration

    Click the title to view the PDF. Required for any person wishing to rent a single-family, multi-family dwelling in the Borough. Upon receipt of completed application, inspection is done prior to the issuance. This is a bi-annual or change of tenant permit. For more information.

  • Sign Permit

    Click the title to view the PDF. Required prior to any persons seeking to erect a temporary or permanent sign whether it being a resident or a business in the Borough.

  • Street Opening Permit

  • Zoning Permit 

    Click the title to view the PDF. Required for any construction, installation or change in USE as governed by Borough Ordinances. A request for exemption from stormwater management is also required for the application unless it is for a fence.

Common Code Violations

Material that could be considered a health or safety issue may not accumulate on property. This includes trash, litter, debris, or junk, such as:

  • Discarded furniture
  • Abandoned appliances or similar items
  • Abandoned vehicles and/or unserviceable vehicles
  • General nuisances affecting public health (i.e., stagnant water in which mosquitoes breed)
  • Overgrown grass/weeds
  • Accumulation of tires
  • Mechanical equipment
  • Obstructing drainage or watercourses
  • Maintenance of structures – The structures must not constitute a public nuisance
  • Dilapidated structures
  • Abandoned property
  • Obstruction of public right-of-ways

Rental Unit Registration & Inspection

Pursuant to Borough Ordinance No. 492, all rental units in the Borough are required to be registered, inspected and issued a Use and Occupancy Permit. The permit is good for two years or at the change of tenant, whichever occurs first.

Effective July 17, 2025, all permits shall require payment of $50 for administration and record keeping in addition to the fees listed below.

Resale Use & Occupancy Permit

The Borough has enacted Ordinance 528 which requires a Use & Occupancy Permit at time of sale of any property and imposing an obligation to bring the property into compliance with code requirements.

 In addition to a Use and Occupancy permit, the Borough requires a trash certificate at the time of sale of the property.  The fee for the trash certificate is $25.00 and can be paid by cash, check, money order, or credit card.  Checks and money orders can be made payable to Parkesburg Borough.  To receive a trash certificate, please send a request to trash@parkesburg.org and include the following information in the email:

Vacant Property Registration

The Borough has enacted an ordinance which establishes the registration, maintenance and security of vacant and abandoned properties within the Borough. The Borough’s intent is to establish a process to address the amount of deteriorating real property located within the Borough, which includes property, whether vacant or occupied, about which a public notice of default has been filed, is in foreclosure, or where ownership has been transferred to lender or mortgagee by any legal method. It is the Borough’s further intent to specifically establish an abandoned residential property program as a mechanism to protect residential neighborhoods from becoming blighted through the lack of adequate maintenance and security of abandoned properties.

Commercial Space Use and Occupancy Permit

In accordance with Parkesburg Commercial Space Ordinance 553 all Commercial Space is to have a Use & Occupancy Permit.  Duration of Permit: Each permit for a Commercial Space shall expire automatically 2 years after it is issued. A permit shall become void automatically when the Commercial Space for which it was issued is changed or used in any way which requires a new Permit. A Permit shall become invalid if and when revoked, by the Code Officer, pursuant to the Code Officer’s written determination, issued to the Owner, that the Commercial Space for which the Permit was issued is no longer compliant with the applicable Borough Property Maintenance Code and/or Building Code. A Permit will expire upon the change of possession, ownership, or tenancy with respect to a Commercial Space.   

Code Enforcement

The primary goal of the Code Enforcement Officer is to protect the public health, safety and welfare in all existing structures and premises by directing the enforcement of municipal code requirements pursuant to the 2009 International Property Maintenance Code.

The Code Enforcement Officer’s Duties and Responsibilities include:

  • Systematic neighborhood inspections;
  • Exterior housing inspections regarding structural or sanitation violations;
  • Inspection and validation of complaints filed by neighbors or other interested parties;
  • Inspection of Rental Units;
  • The filing of charges, issuance of citations and presentation of cases in District Court.
