Stream Restoration Minch Park

Andrew Tuleya and Jeb Rosenberger from ARRO Consulting Inc. held a very lengthy discussion with council members regarding stream restoration at the council meeting held on March 20, 2025.  Mr. Tuleya reminded council members that the EPA is enforcing requirements of the Clean Water Act resulting in the MS4 Program.  The PA DEP issues MS4 permits on five-year cycles for qualifying municipalities which requires the implementation of stormwater management to minimize the impact of runoff.  The Borough plans on meeting this requirement through the Restoration of Buck Run through Minch Park.  This project will provide the Borough with a natural, beautiful, functioning water feature while meeting the regulatory requirements of the MS4 program.  Mr. Rosenberger discussed the design concept of the project with council members and stated the entire TMDL requirement would be satisfied by the Minch Park project.
